Board of Directors – Officers/Advisers

Jordan Kaplan, Interim President
Public Procurement / Empire State Development
As a public procurement / economic development professional,  Jordan strives to ensure business opportunities exist for New Yorkers from all segments of society. His background in employment discrimination law and a desire to serve the community has led him to WDOM, where he became passionate about the independent living movement. As a member of the Board of Directors, he helps to oversee the operations and financial management of an agency that provides critically-needed services for Westchester’s disability community.

Board Members

Sinead Fitzsimons
Sinead is a Senior Trust Manager with Advocacy Trust. She has over 25 years of experience working in trust administration, specializing in assisting people with special needs and their families in navigating the complexities of Supplemental Needs Trusts. Sinead is a passionate advocate for clients, collaborating with families, attorneys, financial advisors, and various social and government agencies to ensure clients receive the benefits to which they are entitled. Sinead works closely with clients to find creative solutions to their individual needs and concerns. Sinead was born in Dublin, Ireland. She graduated from the Dublin Institute of Technology and emigrated to New York over 30 years ago.

Peter O’Hara
Peter is a vice president in the Aon Health Solutions Compliance and Policy Consulting Group. In this capacity, he consults with clients on health plan design, compliance, and communications, with a focus on ERISA, the Internal Revenue Code, and the Affordable Care Act. Peter also assists clients with mental health parity compliance. A member of the New York State bar, Peter earned a Bachelor of Arts degree from Middlebury College and a Juris Doctor degree from the State University of New York at Buffalo School of Law.

Board/Corporation Committees

Executive Committee: 
The Executive Committee shall consist of the President, Vice President, Secretary, and Treasurer, and the Executive Director shall serve as a non-voting member of the Executive Committee.

Americans with Disabilities Act (ADA) Committee:
The mission of this committee is to address salient issues that impact the quality of life for individuals with disabilities who live and work in the county of Westchester.   We endeavor to engage in advocacy that will impact the greatest number of persons or groups of persons .

This committee believes that all individuals with disabilities who live and work in the county of Westchester should have the opportunity to obtain gainful employment, housing, access to transportation, access to public and private commercial spaces, and feel safe within their immediate surroundings.

The guiding compass for this committee is to use the principles set forth in the titles of the Americans with Disabilities Act of 1990 (ADA) and its amendments and local human rights laws to ensure that each individual with a disability can have an equal chance to access the freedom and liberties set forth by the United States and New York State constitutions.

Areas of immediate concern for this committee to address are claims associated with Architectural barriers within the environment, transportation inadequacies, and technology disparities specifically when it comes to electronic website accessibility.

Finances Committee:
The Finance Committee consists of the President, Vice President, Secretary, and Treasurer, and other board members as approved by the Executive Committee. The Executive Director serves as a non-voting member of the Finance Committee.  The immediate past President and/or Treasurer may serve in an advisory capacity to the Finance Committee.  The Finance Committee shall have the authority of the Board and shall oversee the budget, financial reports and audit, except for matters which require Board approval under Section 712 of the New York Not-For-Profit Corporation Law.

Outreach Committee:
The Outreach Committee shall consist of a Chairperson and members of the Board of Directors. The Executive Director shall serve as advisor to the committee.

The duties of the Outreach Committee shall include assisting in developing and implementing fundraising plans, evaluating the overall fundraising efforts, motivating, and leading the board in fundraising activities, identifying and soliciting immediate and long-range donors, and providing skills, expertise and contacts when appropriate.

Members of the Outreach Committee shall assist with marketing, public relations, and social media issues, attend as ambassadors of the board agency and community functions, participate in recruiting new members of the board to join the Outreach Committee, and any other duties assigned to the committee by the board.
